All the saved are elect

Yes, according to Catholic teaching, all those who are saved are considered to be among the elect 1. The concept of "the elect" refers to those whom God, from eternity, has chosen and predestined for eternal salvation 1.

God's Universal Will to Save

While God "desires all men to be saved and to come to the knowledge of the truth" (1 Timothy 2:4) 7, and salvation is offered to everyone 1, 6, 10, the actual attainment of salvation involves both God's grace and human free cooperation 4, 6. God's universal salvific will means that He provides sufficient grace for all people to be saved 6.

The Role of Grace and Free Will

Salvation is fundamentally a work of God's mercy and grace; no human effort can merit such a great gift 2. God draws individuals to Himself by His sheer grace, making them one with Him and sending His Spirit into their hearts to transform them into His children 2. This divine initiative is primary, and human beings become evangelizers and recipients of salvation by inserting themselves into this divine initiative and begging for it 2.

However, the salvation offered by God requires a free response and acceptance from individuals 4. This free response is what constitutes faith, through which a person "freely commits his entire self to God" 4. This commitment is a response to God's prior and superabundant love, expressed through concrete love for others and steadfast hope 4.

Who are the Elect?

The elect are those who, through God's grace, respond to His call and persevere in faith and good works until the end 1. This includes not only those who explicitly believe in Christ and are formally part of the Church, but also those who, through no fault of their own, do not know the Gospel or the Church, yet sincerely seek God and strive to do His will as known through their conscience, moved by grace 5, 6, 8. For such individuals, salvation in Christ is accessible through a grace that has a mysterious relationship to the Church, enlightening them in a manner suited to their spiritual and material situation 6. This grace comes from Christ, is a result of His Sacrifice, and is communicated by the Holy Spirit, enabling each person to attain salvation through their free cooperation 6.

Therefore, all who are ultimately saved are considered part of the elect, as their salvation is a result of God's eternal plan and His efficacious grace working in conjunction with their free will 1. The Church is the "people which God has chosen and called" 1, and Jesus commanded His apostles to "Go and make disciples of all nations" (Matthew 28:19) 1, indicating that this call to be part of His people is for everyone 1.
